Progressive RV Insurance requires you to have another car?

just off the top of my head...what you're describing sounds like insurance fraud. and that's a cime. i would speak with one of their agents about that requirement.

If you haven't already, try calling the Washington Insurance Commissioners hotline at 800-562-6900. They may be able to answer your question more accurately than an internet forum. (especially this one) ;)

I do not think it is fraud.
I think they don't want you using your rather expensive RV as a "Daily Driver" and want to be sure you have a "Daily Driver" for things like going to Church on Sunday or running to the store for a pound of hotdogs.

Yes, it's likely an effort on their part to assess how much and what type of driving you are likely to do with your RV.

Insurance is ultimately a game where they try to estimate the odds of you getting into a crash (or otherwise making a claim) and then setting the premium to cover the resulting costs plus overhead and some profit. They do this while state insurance boards regulate what they can and cannot consider.

Your average RV probably spends 80-90% of it's miles on freeways or low volume rural roads where the potential for a crash is wildly lower than driving in urban stop & go traffic. So if you are just using it as an RV, the risk is much lower than as a daily driver.

They may never realize or make an issue of it but lying on the application is certainly fraud. Would they deny a claim because of it...depends on the state insurance regulations. If it's a minor fender bender, probably not. If it's a multimillion dollar death and destruction claim, they will probably give it a try.

Bingo. This and nothing more.
And the OP and people like him are the reason they have this “rule” as RV insurance is way less $ than auto insurance just like pleasure vehicles are less than daily drivers.
If the OP were just to insure it as the daily driver that it is (and he can since it’s a homebrew Moho anyways) and not try to get the cheap RV rate, there wouldn’t be this qualifier on the policy.
Regarding whether the ins co can or will require verification. In my experience they wouldn’t, but could if it meant being able to deny a claim.
Been dealing with this similarly for years with teenagers in the house and what vehicle is their “primary” vechicle. Same concept different scenario.

And slightly off topic, but who drives a bread truck around as a daily….unless delivering bread or UPS packages?

Their company, their rules. Lie on your application and have a fender bender, the claim will get paid. Lie and kill a bus load of grade schoolers, the insurance company is going to fight you to the death.

It's fraud IF the OP claims to have a non-existing second vehicle in order to qualify for the policy and then submits a claim under that policy.

back in the 70's a neighbor bought a used bread truck, gutted it and tossed in a mattress and then registered it as an RV to qualify for the, at the time, much less expensive RV plates.
