I have some data that shows the fuel consumption for the 6.8 2 Valve is best between about 2000 and 2500 RPM, and flat in that band. It's just wide open data though. Only data I have for part throttle is at 2000 RPM.
2000 to 2500 RPM is about 50 to 62 MPH with a 5.38 axle and 19.5" tires, about 55 to 69 MPH with the 5.38 and 22.5" tires. Pretty wide range, and it doesn't get too bad too fast outside that range.
But, as others have said, aero is the dominant factor. Slower is better. WAY better. Limped a couple hundred miles at 50 MPH once, well over 10 MPG, compared to my regular 8.0 at 60 MPH...
