A lot of the early 2000 digital odometers had issues where they would keep adding mileage when everything was shut off. This was a big problem with the Workhorse instrument clusters for about 5 years. I wonder if this instrument cluster is from the same vendor WH used.
I probably replaced 30 instrument clusters when BMW first made the move to the digital odometer with analog gauges.

When you replace it does it start at O?
Us folks with emission testing 'especially' Calif. THAT sure would not fly legally because the mileage is recorded at emission time to prevent tampering/fraud and you'd be dead in the water with your vehicle.
Why would you be dead in the water?
Friends of mine in California when for smog test and had all kinds of problems because one of the recorded repairs put the mileage in wrong. Didn't match what actual was at time of smog testing. They went months trying to straightened that out so they could get their plates.
