I was just passed by a large DP towing a large SUV that in turn was towing a utility trailer with a golf cart in it. Iv been RVing over 50 years and this is a first. Im wondering if this is legal, it was on I40 going east in TN.

SUV should have supplemental braking and the boat probably has standard surge brakes if required. All in a day's journey.

How hard could it be? The car being towed has a brake system without a trailer. Would a trailer hooked to the back change that? And there is no magic in putting brakes on a trailer. The toad's brake system activates when it gets input from MH. That causes the controller to activate brakes on trailer.
Break-away? Don't tell the trailer there is a MH, it will never know. Act like it came unhooked from the TV. Toad unhook from MH? Break-away applies toad brakes which applies trailer brakes.
Stopping would not be near the issue turning could be.

Why call it triple towing when you have but two trailers?

And yes some states allow three trailers. But I would not call that quad towing.

South of Denver we came across an interesting sight. A big nice boat and trailer was out in the median flip on it side and then we saw a fiver flip over on the side of the road with a dully flipped in front of the fiver. My guess is the boat trailer had no brakes and jacked knifed behind the Fiver and became disconnected before rambling off into the median, That cause the fiver to start swishing back and forth until it flipped over and took the dully with it. Best news of all no body else was involved and the boat and fiver diver was out of a vacation.IMHO it is stupid!

DOUBLE towing (truck/trailer/trailer) is legal in Montana and several other Western states. Yes, I could tow the Jeep and the boat behind the motorhome, legally, except that she-who-must-be-obeyed will not allow it.
TRIPLE towing (truck/trailer/trailer/trailer) is legal in Montana on the freeways and within a certain distance of the freeway to allow getting to the yards. It is usually only seen with Commercial trucks (UPS, FEDEX, etc.)
Maximum length is, IIRC, 75 feet whether commercial or non-commercial.

on I 95 I saw a class A towing a full size pickup towing a large boat.

In calif, you can tow a trailer behind a fifth wheelI as it is an extension of the truck. I think you need a class a license. I did see a guy doing the same as you saw and I figured he would not get far but I noticed his Texas plates and figured he is lucky.

Have you ever seen a semi pulling two trailers? Otherwise need to know the length.

Perfectly legal in some states.

If it's illegal, the only difference between getting away with it and getting caught are the consequences. Legality remains either way.
