I tried an experiment one day... turned off the LP at the tank with the pilot light on my Tiger manual-light water heater lit, and timed it. It took over 3 minutes for the pilot light to go out. This is on a 19' RV, so it's not far from the LP tank to the WH. I'd strongly suggest turning off the appliances themselves when fueling, rather than the tank.
