It seems to be an inverter/charger controller, from what I can make out...or maybe a solar charge controller. Or are you wondering about the information it's displaying? A wild guess would be a low battery cutout setting (below which voltage the inverter shuts down), though consulting the manual for the thing would be far more likely to be correct than asking me to guess.
