I have a 22' class c that is currently winterized. My question is can I leave cold Utah in January with water in fresh water tank with hot water tank bypassed,(running cab heat) and drive to warm Ariz...

With no hint what your coach is, the best I can say is that the vast majority of coaches are built with the potable water contained in the heated interior.
So, yes, you should be able to put on potable and drive just be sure that you have propane for heat if you get stopped by the weather.
We used to do a lot of winter travel as that was the only time DW could get loose.
