Apparently the slowdown occurs when the battery voltage becomes too low to run the processor at full speed. The purpose is to let the user use the phone slowly rather than not at all until charged. ItSource link
I don't like the iPhone and iPad being difficult to change the battery. It only takes a few minutes so I don't think it is particularly expensive to have the phone kiosk in the mall do it. Anyone interested in changing batteries, screens, cameras, etc on Apple products could start with I fix it I buy batteries, etc on eBay now but still use their video instructions. Be aware there are tiny parts and connectors in there so it is a bit scary at first.
I'm still using iPhone 5, refurb purchased on eBay a few years ago.
