I'm not sure what the Dish Network range is on local channels but back when we had DTV it was published at 250 miles.

Your issue may be the that you need a multiple LNB dish in order to get your local channels. I'm not sure what the issue might be with the HD, could be the dish.

We change our Dish service address as often as daily with no problems when traveling. There is no extra charge for taking your at home receiver with you in your RV, and many part-time RV'ers do exactly that. We've found that the Dish online chat system works best for us when making the changes, and we use a pre-written script with the new address that we just copy and paste into the chat window. Make sure they ONLY change your service address, and NOT your billing address. You can check that using your MYDish account and correct it if necessary.

Others have addressed your local stations issue, but I think there's another more basic issue . . . It doesn't sound like your dish was aimed correctly if you weren't picking up HD channels + you may not have been receiving the sat that your locals are on.
After you set up your dish, did you do a Check Switch on your Hopper?
