I can't say for sure, but you might want to look at a Magic jack. We tried sending and receiving a fax with vonage and it wouldn't work, but the magic jack worked fine. So it might work for that application, and at $20 a year its hard to beat. They even have an app that works on a smart phone in case you don't have unlimited minutes.
