Look at MARCell units. They run off wireless. Cost about $170 then about $90 a year with AT&T or Verizon. If the power goes out, or temps go out of set range, you get a text and/or e-mail.
Great for RV owners with pets.

It has a built-in battery backup along with cellular backup so can send notifications without internet (but obviously it needs to be in cellular range (I think it uses AT&T). Looks like the cheapest system costs $200 so is expensive for just a power monitor, but comes with door and motion sensors if you want to be notified if someone breaks in.
