It has become generic for ANY mobile cellular pc data connection to phone
Covering cable, Bluetooth, Wi-Fi hotspot via phone

This new ATT plan is for video streaming to your phone, or iPad?
Basically whatever you are missing by not being home to watch your direct tv or uverse , you are not allowed to tether aka hotspot your pc to your phone
I can explain it to you.
But I Can Not understand it for you !

Tethering means using a phone or hotspot as a WiFi, Bluetooth, or USB connected internet connection for another device. For example, you could be using a smartphone as a WiFi connection for a smart TV in your RV for viewing streaming content since the TV itself does not have an internet connection, and it would not work under this plan.

You can't use the phone as a "hot spot "connection for your computer . You must use only the phone for Internet connection. Not wired or wireless connection to another device This doesn't stop you from streaming the Video out to another monitor ( like a big screen tv) I have the old unlimited plan and the 22.5 gig limit and have gone over 22 and not been throttled , they only throttle if you are on a "congested" tower then when not, your back at full speed. And that's 22 g for ea phone! so we have 2 phones = 44 gig I use it for streaming Netflix and Hulu etc

I contacted AT&T about the unlimited plan and found out I wasn't eligible since I have wireless hotspot devices on my plan and the plan does NOT allow tethering. It really is only designed for families with up to 4 phones, and no tethering. After 22GB, AT&T reserves the right to throttle the connection speed as well. Oh well, it looked like a great opportunity...

I don't think you need uverse or a sticks and bricks.
I read Direct tv subscription is also ok as Directv is owned by att and part of this offer. Many Rvers already have directv in their rigs

don't know about the tethering ..its not able to be done on my old grandfathered unlimited plan but i can stream netflix etc on my phone and forward the video (apple tv in my case) to my big screen tv
