There isn't anyway to add a new folder within the Mail app at this time. I use Outlook.com so I have the option to login to the website and add a new folder from there. Your email service may have a way to add a folder directly on their server via a web interface or their own client.

Strollin has the answer, because using any MS mail account in W10 Mail is only looking at the Outlook.com web site.!

It currently has no off-line folder functionality, so, if the folder isn't already created in the web site account, W10 Mail can't display it.

There is always Thunderbird, but various Exchange providers have various levels of compatibility with it. I have several where I can read and organize folders via IMAP... but sending E-mail via SMTP... no way... so I save it as a draft in T-Bird, switch to Outlook or use their web interface to send it.

I hate it too. I've been using Outlook.com which is far better. But the new "Inbox by Gmail" app is excellent and makes email a piece of cake.

I don't know about forwarding as I never do that, but I download email (via POP) from several email accounts to my gmail account with no problem. Downloading via POP does login to the account though.

As to strollin hating gmail, I am just the opposite. I prefer it to any other email client I have used.

As far as the subject of this thread, I don't know if the OP is referring to Windows folders or Email client folders but gmail does allow "folders" but they are called "labels". I am a big user of labels in gmail.

That works for adding an account to a phone or tablet but for some reason the "Inbox by Gmail" app doesn't work with external POP or IMAP accounts. That's why I had start forwarding my email to my gmail account.

Win10 file explorer has a configurable button on the top line in the window. Just click on the pull down arrow and check the new folder box and it will always be there.

To what are you trying to add a folder? To put a folder on your desktop you just right click a blank space, click NEW and then FOLDER.
It has to be something more you are looking for.
