you need to boot the laptop in safe mode, then do a restore from a previous date
this will fix it unless there is a hard ware problem
once running do a malware and virus scan

usually malware allows you to log on then locks out some files or functions
but allows for internet, they need it to scam you for money

He said he got far enough to login, but then he had no internet connection.
If he could post up the original problem, then they can scam him on whatever he used there. As you pointed out.
