X2 for Gimp it is easy to use for basic stuff as well a doing the more complicated stuff. Also add-ins are available for doing all kinds of touch-ups and manipulation with a simple click of the mouse.

Paint. It's pretty basic, but works easy.

Sometimes if you upload a photo to a photo hosting web site, they have the tools available for editing.

My preference is the free "GIMP" (GNU Image Manipulation Program).

There are several such as XnView or IrFanView, but it all depends on what you're wanting to do.
