I believe you can still download the full WIN 7 .iso install file from Microsoft authorized servers, and just burn it to a DVD yourself. But you will still need a WIN 7 specific license for that particular notebook. Microsoft does allow downgrading if you're notebook came with Windows 8 Pro, but the process can be somewhat confusing -
