First of all, I think those that have adversities of generator use during allowed times, need to petition the government entities that have a say so over the parks you visit.
Some can argue that just because you are allowed to have a campfire, doesn't mean you have to have one.
The following is listed on the NC State Parks website on each park under Rules and Reg and then under Courtesy.. "As a courtesy to other campers, please observe the campground quiet hours. Quiet hours are typically from 10:00 pm until 7:00 am. The production or emission in any park or recreation area of noises, amplified speech, music or other sounds that annoy, disturb or frighten park visitors is prohibited at all times." - So how is that defined? Who decides what is annoying, disturbing or frightening? We rode through the State Park 5 minutes from our home the other day. Their posted quiet times say up to 6am. Where as the website says 7am. Nothing on the website about generator use, but on the sign at the park, it is allowed, except during quiet hours.
To me it's a no brainer. If I am going to go camp in an organized campground that has no hook ups, then I can expect that people will run a generator to recharge their battery(ies) at a minimum. If the park gives specific times for generator use, then I expect during that time that generators will be used and not after that time. If I'm there for "outdoor relaxation" and can not get past the sound of a generator going, then I will get up and go further into the outdoors, away from the generator and to relax.
It's funny that people want to determine how others should camp. Like I said, contact your park reps and petition for generators to not be used. Or better yet, get a tent and camp in the tent loops where they are not needed. In the tent loop, you won't hear the slamming RV doors either. Especially from those with a lot of kids going in and out.
I personally can live within the "rules" Seriously if the rules are clearly defined then I cannot complain... and the truth, I may be running my generator during open hours. How can people complain about clear and defined rules.

Seriously?!? You tell people to go to the tent loop to get away from the generator noise? Why don't we just tell you to go to a spot that has utilities?
Honestly, do you really need to charge your batteries daily or do you "HAVE" to run the microwave? Do you have to be in air conditioning all day long?
I get pretty upset when someone fires up the generator and runs it for multiple hours. It tells me that they haven't done enough research to figure out how to be more efficient in their own setup. Feel free to buy some better batteries, switch some lights to LEDs, add a catalytic heater to the RV, install some solar panels, and make life for yourself and others around you much better. Do just a few of those items listed and your experience along with others will be better.
As much as you hate to admit it, most people camp to enjoy some quiet time with their friends and family. Not many of us invision being next to Mr. RV, sitting inside, watching TV with the a/c and generator running. Just because it says you can run your generator between 7am and 9pm doesn't mean you have to.
If I ever have to camp next to someone like that, I'm going to setup my "outdoor lighting"....you know, scared of bears and all. I'll see how much someone enjoys multiple laterns and some off road LED's pointing into their rig...can't be too safe you know.
