I have never come across anyplace that you cannot fly a flag.
I always do when I'm out and never have seen any rules against it.
As for the snapping in the wind comment, I fly light weight flags that make little noise and take them down at sunset out if respect not only for the flag but also to my neighbors. No Rube Goldberg contraptions ether just quality products from Poles And Holders
