Never heard of such a restriction. Maybe they are afraid the birds will slam into the flags if they are too high. After all, they fly around all week long, and then on the week-ends, all of a sudden there's an obstruction in their flight path, and .... ko-wham .... whap, whap, whap! There goes the bird all tangled in the flag! Poor thing. Must be a regional or local "thing."
I quit flying flags, a few years ago and started flying "fish!" Now that really confuses the birds! These are photos from our previous camper. I used 2 20 foot cane telescoping fishing poles for these. Don't have photos for the new Outback:
