Dealers doing title and reg is just another service they are charging for but nothing says you can't do that yourself.
If bought on consignment they may not have the title in hand to sign over to him.
It is set now and registered. RI doesn't title pre-2001 vehicles so I have the title but it won't get transferred to me. It will be an extra piece of paper for the folder when I sell it to upgrade down the road.
I just needed the correct signature on the bill of sale. Most of this is my own fault for not checking the P-work properly before I went to the DMV
