Leveling

Remember, if your TT is 2" off level, for example, you can raise both wheels 2" or raise one wheel 4". Personally I would rather raise both wheels 2" than one 4". The higher I would have to lift it the more I would prefer to raise both wheels.

Andersen leveler makes the job much easier. Got rid of the boards.

The answer depends on how much leveling you need.

MOST tandum axles there can easily be 4-6 inches difference between the ground height on the two axles with no problems. So you can place blocks under just one AXLE unless you need to lift it several inches. I will describe some stair steps you could use at the end of this post.

HOWEVER if there is more than one tire on the wheel (LIke on my class A it has "Duals" on the rear,, two tires on each end of a single axle) You must suppoort BOTH Tires (The entire wheel)

so a tandem axle where one tire is in FRONT of the other, no problem
A dual axle where the two tires are on the same hub.. Big problem.

My stir steps are 2x wheel tire tread width

One foot
Two foot long
Three full feet long

Glued one atop the other.

For you it might work better if you went

Two feet
Four feet long
Six full feet long

There's a reason tandem axle trailers have an equalizer or walking beam between the 2 wheels - to allow for uneven terrain. No different than running a different number of leveling boards under each wheel.

When I had my TT, I leveled both tires. If I needed an adjustment less than one board thickness I put a board under only one tire, but never more than one board difference between tires.

As was said recently, about the only thing we all agree on is leaving your black tank valve closed at a CG.

Oddly enough, I'm participating in another thread about people who dump their black tank on the ground at their site before leaving. Apparently, there really are some people would disagree with us about keeping the valve closed. :)

We level both tires using composite decking cut to length and for extreme cases utilize lego-style blocks as well under both tires. It's apparent from the posts above that some level a single tire, but it's about what works best for your situation and if that route suits your leveling requirements then go for it.
