Normal or not? Hot water heater on elec.

Ours did that on the first night we had it. We ordered it new. Sometimes it is worst than others. Changing the anode rod helped but not always.

Air pocket is used to absorb increase in pressure due to water swelling when heated. Air can be compressed.......water can't

Turn off water supply
Open nearest faucet hot side to relieve pressure
Open T&P via lever until water stops flowing then let it Snap closed
Close faucet
Turn on water supply

Should this be done every so often or when it starts making noise? Or what do you recommend?

I clean out hot water tank probably atleast twice a year. Noise is not very loud but didn't know if normal or not. Sounds like a tea kettle warming up.
