That is because the internal check valve in the city water connection has jammed and is not allowing water in anymore....it did but now is stuck/failed.
This would depend on brand & model of RV, my Forester will Not overflow like that as it has an overflow tube that exits to the outside, next to the tank fill.
Of course, IF the check valve is allowing water into the tank faster than it will come out of the overflow tube... well it has to go somewhere.
