Sounds more like regional stuff. Oregon St parks are for the most part fairly well patrolled by hosts and at least in the ones we've stayed in are very orderly.
This would seem like the stuff you'd see at forest service CGs. Not a lot of baby sitting going on in the ones we stay at.
Can't think of any private parks in Oregon. Most so called private parks would be akin to an RV park I guess.
I've seen some odd ball things happen but never that much in one trip.
