Can you identify this tow setup?

I'm thinking about buying a used Jeep and it's got a tow setup.
Can you identify the brand in the attached photo?
Can you tell if that wiring plug is just for brake lights? Or maybe for an integrated electronic brake controller?

It looks like Blue Ox.

The electrical is for lights only. Some aux brake systems use the lighting only for their braking systems.
Not sure who's brackets. Could not enlarge enough to read lower right corner of orange tag or the numbers stamped into cross bar on right side nor could I read the small plate.

It looks like running lights, turn signals and ground.
