One Canadian told me that there is no price fixing - it's just that all prices are the same! :S
I found that to be very true within a given area. In northern areas like the Alaskan Highway prices can be very high especially in areas between the cities. Approaching the US 48 border prices dropped apparently because some would cross the border to buy fuel.
Just like the US prices are demand dependent.
