A mule has a lot more torque than a horse the equation is
# of mules X # of legs /stride distance = HP There is a slight difference if you are feeding Oats VS Wheat chaff. I would definitely go with the mule over the Horse as you will get up the hill with power to spare.
Note: this information is Void if the horse is a Percheron or a Clydesdale pulling a Beer wagon.
