Well reading the account in the story there is a statement from the local police.
"โThis is a graphic reminder to slow down, especially when roads are slick and you see flashing lights,โ the police said.

It doesn't state if the driver was cited for failure to abide by the Move Over law, or driving too fast for conditions.
