At a group on FB this morning, they were discussing dumping black water on the ground. Tell me that this isn't something that is becoming popular!:h No I can't tell you that, because its not becomming more popular... Your worried about your dog?

Besides that this is from 1993 and one page there was a referral to a time limit of 1995 before there is some kind of other compliance required.
That was from just scanning through. I did not read word for word the entire document.
