Hope this is all untrue but if it is that pilot should have the book thrown at them. Time will tell.
If this is the midair near Charleston the F15 hit the Cessna from the rear,2 fatalities.they would have never had a chance to "see & avoid". Fighter was doing "practice instrument approaches" so don't know why air traffic control didnt call out to the fighter that there was traffic.sometimes its just your time.
