By using that logic you should be able to wear one yourself to keep mosquitoes away from you. (And elephants too. )
Flea collars contain an insecticide, (Imidacloprid). They are designed to kill fleas. They may be too weak to harm wasps and spiders but they do repel them. Yes, flea collar would likely keep mosquitoes off your neck if you wore one, but your arms and legs are too far away to keep the buggers away from them!
