how to tow a honda civic with a dingy-class c

I have been told by two different people two different ways to do it. One says leave in park, and the other says leave in neutral with key in accessory. I have a MASTER TOW dolly with a slighty moving wheel platform. Dolly wheels dont turn.

If the dolly platform does not turn, then the key will need to be in ACC position so the steering wheel can turn freely.

Just to be clear you are towing the car on a dolly and not with all 4 of it's wheels on the ground?

If it is on a dolly then I would think that park would be the choice because it is front wheel drive and the front wheels will be on the dolly.

The neutral switch in acc advice must be from someone thinking you are towing it 4 down which is what you would do after following the proper setup for the transmission.
