What you need for aluminum siding is a phosphate based deoxidising product. I use Jasco Prepaint conditioner on surfaces with oxidation on the paint surface or grit that needs to be removed (your hard water spots qualify as grit). I spray a dilute solution on the siding, agitate with soft brush. One more spray down and immediately rinse. This will remove all oxidation in the paint and any water spots. You will need to apply a wax for a gloss finish.
If i am removing rust from bare steel or restoring a partly rusted surface, I may use phosphoric acid. The cheapest product is the green liquid water softener cleaner in a bottle.
The two above mentioned products are available at most Big Box stores.
One very good product for cleaning painted surfaces is Martin-Senour Iron Etch. Iron Etch III also has a surfactant cleaner in the formula. These are sold at body shop material suppliers. They are also phosphate based.
