At least where I live, I've dealt with that kind of uphill battle in local government offices before. So the last time I had to register my current daily driver at the DMV, I considered packing a lunch. There's usually 30 or more people waiting, but there were only 4 others there.
When I entered, I took a number and it was called within 5 minutes. That person did what they had to do and sent me to the next station. That person had my info in front of them, and did what they had to do. Two more folks and I was done and out of there. I could have left the engine running. :)
And now, after the initial registration, annual renewals are done by mail or on line.
