There's no doubt that going slower is, generally speaking, going to be a bit safer. But a lot of accidents are caused by the difference in relative speed, not necessarily the speed itself.
From what the TT guys say, a properly set up trailer will pull very well. This guy had trailer issues compounded by his stupidity. He could have been pulling at 15 mph and he would have figured out a way to crash.
