Recently, a new neighbor moved in. They are renting and the owner won't let dogs in the house, so their dog is in the backyard at night and when they are gone. The dog would start barking at around 5:30 a.m. and keep it up until I let my dogs out back. Then the dogs would have a "chat" and it'd get quiet.
I didn't complain about the barking. Instead, I bought a kong toy. One day, I went out and started talking to the dog through the fence. The neighbor heard and came out. We talked about how nice the dog is. Then, as an afterthought, I said "you know, a friend bought my dogs a kong toy, but my little one is food aggressive so I can't let them play with it. Would you like it for your dog? I hear him playing with his food bowl in the morning and he might like something to play with during the day."
Well, she accepted the toy. We are friendly and get along great. And the dog doesn't bark all morning anymore.
While the kong toy may not work in your circumstance, the point is that often you can get a solution by simply approaching it differently. Most people will go on the defensive if you make a complaint (even if justified) against their own (kids, pets, work product, etc.). Instead, by trying to slip a solution in without mentioning the problem, you can often bypass that defensive stance and get resolution.
