Idahoan and West coaster here... I have never been told to stay off of sand dunes. Sand dunes are skied down, they are driven on, they are played on every way you can imagine. It's encouraged. Now, dry grass is another thing. You never, ever drive over it or park on it- the heat from the exhaust can cause a fire.
So, please don't assume I know what you mean about the importance of sand dunes. It isn't the same in all areas of the country. The sand dunes in the middle of Death Valley aren't protecting anything.
