There are no banks, either inner or outer, in Michigan.
There are, however, some majorly massive dunes behind the Eastern shore of Lake Michigan, which are not a problem for folks to climb all over because the prevailing as well as storm winds repair the damage. The dunes to which the op refers would be those along nearly all east coast shorelines, which are there to protect property along the shore, and are NOT repaired by Ma Nature.
