Yeah, 60/40 on the split between axle and tongue would be about right. Golf carts are what, 500lbs? If you had something 1500lbs on there I'd say watch yourself, but with just a golf cart, the typical Class A receiver has plenty of capacity.
Empty, it looks like it would have plenty of tongue weight to me though. The wheel pockets for the toad look to be slightly ahead of the axle so even if the platform is empty it should be a stable tow with the toad on too.
