All the blather about terrorism and interstate trade charges and such is just that. While technically it's possible to pursue, in reality, they would likely get a vandalism charge if he actually did something (looking is not the same as doing) and if he was caught.
I can see being a little annoyed at being woke up at 4am but it comes with the job.
Being woken up at 0400 does NOT come with the job, UNLESS it is the receiver telling you where top go and get unloaded.
