Not exactly correct. Yes they were to aid in defense and timely evacuations if needed but also for easing congestion and making travel easier. I believe the number one selling point was safety and the last selling point was defense/military.
As far as fees it is a pay as you play system. The more you use them the more damage you are causing therefore the more fees you pay.
