Pull the key out and try to turn the steering wheel more than a 1/4 turn. If it does, you don't have a locking steering wheel. If you turn it and it locks up, then of course you do! Typically, leaving the key in the ignition in the "on" position, prevents the steering wheel lock up. However, in some cases, when the key in the "on" position, there will be other electrical loads present and without either pulling a specific fuse (manual should tell you which one) or running a 12v line from the mh to the toad's battery, you will find your toad's battery dead after a couple of hours being towed.
Your manual should have all the info you need to tow your Jeep 4-down. Are you looking under "recreational towing" section?
