somehow I doubt that statement, and If so I am sure there are restrictions involved in some states, re. 5er & boat, etc.
I saw a DP pulling a PU 4 down with a boat hooked to the PU at a truck stop off I-95 in VA but don't know if it was legal or not, I doubt it.
