If the highway patrol's sole purpose were to generate revenue, you would NEVER see a patrol car parked in a median "taking pictures." They would constantly be on the shoulder, lights flashing, writing a ticket. Yet, you hardly ever see a patrol car with someone pulled over. 99% of the time they're lurking along at just over the speed limit in the left lane, or sitting in the median.
I wonder if you and others can see a problem with paying for that level of "service)?
