Yes, you should be concerned. You might get away with it. But if anything at all goes wrong the insurance companies will be all over your specifications with a fine tooth comb.
The rating is not just about the hitch. Your suspension, axles, wheels, brakes and who knows what else goes into the limiting you to 3500 lbs with the Workhorse versus the 5000 lb limit with the Ford option in your RV.
