Winterizing kids Cruiser. Hot water tank question

Our old Skamper and our newer Cedar both have 3 valves at the hot water tank. The tank is isolated by closing the in line and the out line. The pipe joining the two lines has a valve that is then opened for winterizing.
I didn’t have to tell you all this because you already knew it.
The kids Cruiser has a valve on the in side at the bottom...but no valve at the top out line??
There is a valve on the pipe between the two lines as I would expect but if it is open wouldn’t the tank then fill from the top.?
I’m confused.

Nether Suburban or Atwood ship their Water Heaters with vlaves
RV MFG desides how many valves and/or check valves will be used n the installation'

Some use 3 valves, some 2 valves & check valve, some 2 valves and 2 check valves

Kids Cruiser has 2 valve with check valve system
Cold inlet valve, Bypass valve and Check Valve in the nipple in Hot out at top of tank
