Lily pees inside when raining
This is more complicated than it sounds. She pees inside if it is raining outside. HOWEVER, she will stand out in the rain and get soaking wet! What is the deal here? Anyone ever dealt with this??...

The bottom line, Lily is not house trained! Start from the beginning using crates and leashes.
