I agree with wa8, the condenser is likely not dumping waste heat. The best way to test and clean it is with a garden hose behind the condenser with a medium velocity stream (high velocity will fold the fins over). Move the stream over the entire back surface of the condenser and watch it come out the front. If the water flows freely out the front surface it is good.
Confirm that the fan is running at full speed, in the right direction, when the compressor is running and that the fan is curved in the right direction. Drag a dollar bill over the entire front surface of the condenser, it should suck strongly against the fins.
