Yes, the compressor will run if you have continuous 120 power to the compressor, unless it overloads. Then the Overload switch will kick it out. Problem is, in 40 years I have never wanted/attempted to run a AC in subfreezing conditions. NO REASON TOO! And my shop will be at least 60 degrees in cold weather. You connect a AC amp meter and see what the amp draw is if and when the compressor tries to start. You need to make sure the BLUE wire in the 6 pin connector to the roof AC has 120 power when the tstat sends the signal. Doug

Coolant in the summer when running would be hot on one side and cold on the other, now it is cold on both.

That's a good one, coolant too cold:@ So, no the coolant cannot be too cold to get the compressor to come on. Either the compressor is locked up or your Start capacitor and/or wiring to the compressor is bad. Doug

I get the temp sensor wire hot, but is the coolant too cold on a 35 degree day for compressor to come on? Seems like maybe the temp wire is not the only deciding factor. I'd like to show a buyer that the AC works if he buys in the winter.

I took AC unit off. It on a wagon currently, got it for sale for on craigs for $150 if someone local wants it, and I may try to work on it months from now when I have more time…

He may have made it run on hi speed only because it was icing up at the lower speeds in humid weather.

I would say that someone has bypassed the Fan control. Heat up the Tstat sensor tube with a hair dryer, that will cause the compressor to come on. Doug

Has 3 speed selector, but just turns fast no matter the speed selected, that is the issue, yes. I'm pretty sure there is an issue. you have restated correctly. thanks

Heat it up with the furnace.

Mechanical controls on a Penguin I believe you should have three speeds, and warmin* the thermostat capillary tube should make the compressor kick in. Sound# like it has issues.
