most likely problem, the valve for jack is NOT opening
could be a bad relay in the control, bad control board, or bad hydraulic valve/coil
manually 'forcing it down', either spring tension or internal vacuum is going to pull it back up

I think he means jack will extend in the down position but will not stay that way.
If that is the case, my two front Jacks or levelers did the same thing and I had to get them repacked. - Medicine_Man1ExplorerWe used a bottle jack to push it down while the switch was on. Once down it stayed down. It went up as soon as the switch was pushed.
